Olga S. Stelmakh is a Senior Legal Adviser at the Parliament of Ukraine, Legal and Policy Analyst with the International Space Law Center and Of Counsel at the Cai & Lenard Law Firm. Prior to that, she was with the Space Administration of the German Aerospace Center and National Space Agency of Ukraine. She had interned at the US Senate, European Space Agency and Supreme Economic Court of Ukraine.
Ms. Stelmakh is a graduate from the Doctoral School to the Institute of State and Law of the National Academy of Sciences of Ukraine (dissertation on the international legal regime of space security) and holds an LL.M. degree from the Kiev National University of Trade and Economics and from the Institute of Space and Telecommunications Law, University of Paris 11. She also has the Master degrees in business and finance. Ms. Stelmakh completed an advanced Space Law and Policy programme at the European Center for Space Law, Space Studies Program at the International Space University, the cycle of the Council of Europe Schools of Political Studies and of the Ukrainian School of Political Studies, and the US Department of State Professional Fellows Legislative Process and Governance Program.
She was granted an “Emerging Space Leader” award by the International Astronautical Federation.
Olga is a member of the International Institute for Space Law, Ukrainian Bar Association and a diverse range of international commercial arbitration associations.
Ms. Stelmakh has written a number of articles on the international public law with emphasis on space security and environmental law issues. Currently she is co-authoring the Encyclopaedia of International Law and the monograph on space security.
